  • An exercise program needs to be a comprehensive and progressive exercise. Discuss the elements of the exercise that define “comprehensive” and “progressive.” Hint – Think about the building block concept in exercise development.
  • Envision an imaginary emergency operations plan for a small rural hospital ‘Anywhere General.” As the new disaster planner for AG, you have been asked to review that plan and make recommendations for change. Using the knowledge you gained during Principles and Planning, write a brief (250-500 words) summary of that fictional plan. That summary – which you should address to AG’s Board of Directors and CEO – should include parts of the plan you think are adequate and areas you think should be modified.

Comprehensive and progressive programs have five elements which is; orientation seminar, Drills, tabletop exercise, functional exercise and full-scale exercise. These types of exercise are built from simple to complex, from narrow to broad, from theoretical to realistic. Each type has some designated ideas. For example, orientation seminar aims to get participants familiar with the plans, role, stuff. This exercise is a low stress event. Hence, this type of exercise can be used in lecture, discussion, panel discussion. The second type of comprehensive exercise is Drills, this leads to practice a small part of response plan in a hypothetical event, and help be prepared for any unexpected emergency situation. The third exercise is a Tabletop Exercise, it works based on existing plan in informal emergency situation, and it requires a large conference room in which participants can surround a table. The forth type is functional exercise which focus on coordination, integration and interaction of organization’s role, policies, guidelines to respond to a simulated event. The last elements is Full-scale exercise, it simulates a real situation as possible. The important of full scale exercise is to assess the operational capability of emergency management system in a so stressful event, tests several entities, and activates EOC as well.

I have reviewed the emergency operation plan and I found out that this plan needs some efforts to be properly done. Here is my recommendation:

1- Mitigation and preparedness are the main steps that should be taken before a disaster strike. Should conduct risk assessment using an all hazard approach, develop emergency plan, policy, and procedures as well. Create a good communication plan between departments, establish an alternative communication plan in case landline phone or other electronic form of communication are impaired. In some chemical incidents hospital should put in mind that patients required decontamination and care. In mass causality incident, hospital must be prepared for a large critically injured patients coming at the same time. Security and safety should be considered as a crucial part on this plan as we know everything might occur. For example, terrorist attack, shooting, cyber-attack. Comprehensive and progressive exercise should be done frequently, from these exercises our emergency plan gets a new update. ICS 300 should be applied for emergency managers. Thira should be updated annually upon any potential hazard.

A comprehensive and progressive exercise plan comprises of many building blocks. These are essential for training and preparing participants. Usually, exercises increase in complexity with time. Every exercise is built upon and follows the previous one, with regard to scale and the subject matter (Government of Alberta, 2017). Specifically, an exercise program is progressive when it begins with fundamental activities that test precise elements and gradually proceeds to employ more complex acts that use great resources and consume a lot of time (Patriot Services Corporation, 2006). Furthermore, a comprehensive exercise program includes most, if not all, elements of emergency management. These elements presuppose mitigation or prevention, preparedness, recovery, and response. Even though these factors contribute to the comprehensiveness of an exercise program, they increase its complexity.

The emergency plan for AG Hospital is to be carried out using a building block concept. The plan does not only count on the individual skills of personnel, but involves diverse units as well as agencies in charge of fitting the different components (Horry County Government, 2018). The proposed emergency plan would be categorized into two processes, discussion-based and operation-based. Under the discussion-based category, the emergency plan would begin with a seminar. That seminar would further lead to workshop programs, after which a tabletop exercise (TTX) would be carried out. For the operation based classification, the first step would be patient care. After this, hauling and lowering of systems (HLS) would be carried out. The HLS would then give way for patient packaging, after which a full-scale exercise (FSE) will be conducted as shown in Graph 1. This proposed emergency plan is both comprehensive and progressive. However, it is worth noting that as the scope of the exercise escalates, so does the complexity.
